The Association of Continuity Professionals (ACP) is a non-profit trade association dedicated to fostering continued professional growth and development in effective Business Continuity, Disaster Recovery, Emergency, Risk, Crisis or Facilities Management. The Association began as an informal organization in 1983. The ACP Corporate Board of Directors consists of Officers and Directors who manage the business of the Association while Chapters are managed by a Chapter Board of Directors who tailor activities to the needs of the Chapter membership.

ACP provides a unique, open and unbiased forum promoting and fostering the information exchange and networking experience with opportunities to set trends in the emergency response and disaster recovery fields. ACP members have the opportunity to grow professionally by developing and strengthening their relationships with the incredible array of ACP public and private sector partners and sponsors.

ACP is the recognized as the premier international networking and information exchange organization in the business continuity industry.

What We Do

Continuity planning is a required element for successful business and government agencies. Emergency managers and business continuity planners alike address mitigation, response, and recovery planning issues. The purpose of ACP is to provide an environment for the exchange of experiences and information. This includes identification of common planning needs and potential recovery response solutions, as well as networking opportunities through local and national alliances.

This organization serves as a forum for business professionals working in the areas of business continuity, business resumption, continuity planning, disaster recovery, and other related emergency recovery functions. Membership in ACP is open to all professionals interested in the many fields of crisis management, business continuity, and disaster recovery.

 

Chapter Executive Board  

 

President – Joe Layman

BIO: Joe Layman is the Director, Business Continuity Management for Molina Healthcare and oversees the Business Continuity and Emergency Management Teams. His background spans across the primary functions of business continuity management; emergency management, disaster recovery and data center management.

Joe has a BS in Business Administration, a Master in Information Services and has numerous certifications in Business Continuity, IT Disaster Recovery (CBCP, ITIL, CRISC, CBRM, CBRITP), OSHA, and ICS.

Joe serves as the Membership Director for the Board of Directors for the Orange County Association of Contingency Planners (ACP). Joe was also a firefighter and state fire instructor for 20 years. In his spare time, he is a first lieutenant with the Civil Air Patrol in Los Alamitos and a member of the local Certified Emergency Response Team (C.E.R.T).

Chapter President Responsibilities

  • The President exercises the following minimum responsibilities:
  • Presides at all meetings of the Chapter membership and Board of Directors
  • Exercises general supervision of the Chapter Board members, elected or appointed
  • Acts as the primary Chapter interface with ACP National
  • Acts as primary interface to other local and external organizations
  • Serves as an ex-officio member of all Chapter committees, voting only to break ties

Secretary - Corina Gulan

Chapter Secretary Responsibilities

  • The Secretary is the principal administrative officer of the Chapter. As such, this officer exercises the following minimum responsibilities:
  • Attends and keeps Minutes of all Chapter meetings, Executive, Board or membership in nature.
  • Gives, or causes to be given, notice of all Chapter meetings.
  • Maintains all Chapter documents in a current and accurate fashion including all Bylaws, Articles of Association, policies, and administrative procedures issued by ACP, the Executive Committee, the Board, and other membership entities.
  • In the absence of the President and Vice President, has full exercise of all fiduciary rights and powers of the President.
  • Countersigns checks presented by the Treasurer upon verification of a just and reasonable requirement for payment.
  • Performs other such duties as may be assigned by the membership, Board, or ACP.

Chapter Treasurer Responsibilities

  • The Treasurer is responsible for recording all Chapter financial activities and maintaining all financial records with duties that include:
  • The authority to sign any check, draft or other order of Chapter payment of money. Checks must be countersigned by the President, Vice-President and/or the Secretary.
  • Maintains and prepares financial statements to the Chapter membership, Board of Directors, and ACP in such form and frequency as ACP Corporate or Chapter policy and procedures may direct.
  • Provides an annual statement of Sources and Uses to the ACP Corporate Treasurer/CFO by the end of January each year for filing with such public agencies as required preserving the ACP Corporate non-profit status.
  • Maintains records for the Chapter's Membership Points Program.
  • Maintains meeting attendance records for DRI continuing education credits.
  • Provides for the custody and safekeeping of all Chapter securities and monies.
  • In the absence of the President, Vice President, and Secretary, has full exercise of all fiduciary rights and powers of the President.
  • Files annual statements and forms with ACP Corporate and public agencies as required by the Bylaws, Articles of Association, State and Federal laws, to preserve the Chapter's non-profit status.
  • Oversees annual audit of the Chapters financial records and processes.
  • Report changes in chapter fiduciary responsibilities and dues structure to the ACP Corporate BAO and CFO.
  • Performs other such duties as may be assigned by the President.

Chapter Board of Directors

Program Director - Susan Zielan

Program Director Responsibilities

  • The Program Director exercises the following minimum responsibilities:
  • Arranges Chapter speakers, panels, and topics to be presented at the Chapter's membership meetings.
  • Arranges for the meeting location, speaker audio visuals, and food service.
  • Prepares a 3-month (minimum) schedule of Chapter Member Meeting programs to be presented at the Executive Committee and Board of Director meetings.
  • Arranges Chapter speakers, panels, and topics to be presented at the Chapter's membership meetings.
  • Arranges for the meeting location, speaker audio visuals, and food service.
  • Prepares a 3-month (minimum) schedule of Chapter Member Meeting programs to be presented at the Executive Committee and Board of Director meetings.
  • Performs other such duties as may be assigned by the President.

Information Director – Courtney Eiceman

Information Director Responsibilities

  • The Information Director exercises the following minimum responsibilities:
  • Develops and maintains an email distribution list for the weekly eNews letter.
  • Soliciting input, performing research, composing, editing and emailing weekly eNews to all on the email distribution list.
  • Gives notice of all Chapter meetings as part of the content of the weekly eNews.
  • Develops an on-going repository of reference information relating to contingency planning and business recovery and includes it in the weekly eNews. Provides this list quarterly (or at other intervals mutually agreed upon) to 1). Web Director where it is posted on the ACP OC Web Site and 2). Newsletter Director.
  • Performs other such duties as may be assigned by the President.

PR Director - Robert Vance

PR Director Responsibilities

The PR Director exercises the following minimum responsibilities:

  • Manages the publication of Chapter meetings in general public and industry trrade sources to promote the activities of the Chapter
  • Works with the ACP National Public Relations Director for the development of Press Releases unique to the ACP OC Chapter
  • Coordinates the promotion of the Small Business Continuity Planning Program through local city Chambers of Commerce and other entities
  • Solicits advertising space and/or negotiates equitable trade of goods or services for the Chapter
  • Performs other such duties as may be assigned by the President

Membership Director – Ruth Jan/Sonny Vu

Membership Director Responsibilities

  • The Membership Director exercises the following minimum responsibilities:
  • Maintain in cooperation with the National Membership Director, a current listing of all Chapter members.
  • Responsible for directing Chapter membership drives.
  • Give or cause to be given notice of all scheduled membership meetings of the Chapter to the Chapter membership.
  • Participate on ACP National calls/meetings for Directors of Membership & Director of Programs.
  • Will handle registration for all Chapter meeting/functions (including name tags/badges) and tracks attendance for validation of CEU credits. Provides a report to members who request documentation, or dates of attendance, for CEU credits. 
  • Provide monthly report of renewals, new members, and attendance
  • Performs other such duties as may be assigned by the President.

Website Director - David Tanaka

Website Director Responsibilities

  • The Website Director exercises the following minimum responsibilities:
  • Designs, maintains and publishes the Chapter Website
  • Responsible for the content, administration and maintenance of all information published on the Chapter website.
  • Works with other Chapter Board Members in gathering pertinent news, topics and general membership information.
  • Performs other such duties as may be assigned by the President
