 Business Continuity Case Study: Hong Kong Protest Movement 2010-2020

Background:  On September 26th 2014 a wave of protests swept across Hong Kong. The event, which became known as the Umbrella Movement, emerged in response to moves by the government of mainland China to reform Hong Kong's electoral system. The protests brought the city to a near standstill for three months.

China’s intention to exert greater control over Hong Kong in the interests of its national security was well known even before 2014. As was the potential for Hong Kong’s population to engage in mass protests in the name of democracy. So why were so many organizations large and small, local and foreign, caught off-guard in 2019 when a fresh wave of violent protests emerged in response to China’s introduction of an Extradition Law Amendment Bill?

In this Case Study, we will look for lessons from Hong Kong for Business Continuity Planning professionals.

While the event will be interesting to professionals with global responsibilities, the presentation will be geared for a New York audience.

Speaker Bio:

James Tunkey is the New York based Chief Operating Officer of a security consulting company focused on Asia. James moved from Buffalo to China in 1994, and he developed deep expertise as a security and threat analyst in the region. In 1997, James was assigned to conduct a series of investigations into the circumstances surrounding violent protests that resulted in the overthrow of President Soeharto of Indonesia. A Certified Fraud Examiner and subject matter expert on organized crime in Asia, James has since conducted other substantial investigations into the financing of protest movements in the region. James holds a TRIUM MBA, jointly conferred by NYU Stern, HEC Paris, and the London School of Economics. He holds certificates in Risk Governance from the DCRO Institute, Public Safety Leadership from the USC Sol Price School of Public Policy, and Corruption Control & Organizational Integrity from Harvard’s Kennedy School..
